Chief Information Office / Chief Technology Officer

We are seeking a temporary Chief Information Office / Chief Technology Officer (CIO / CTO) for ITS to assist in managing the day-to-day activities of the organization. Reporting to the First Deputy Commissioner and serving in collaboration with the Deputy Chief Information Officer, the CIO / CTO will provide technical assistance to ITS staff and oversee technical and engineering teams to ensure critical government systems remain operational and will work with the appropriate teams to troubleshoot and resolve issues as they arise. The CIO / CTO will also make recommendations for system enhancements to the First Deputy Commissioner and Commissioner and will communicate with the stakeholders on issues and protocols, as appropriate.
Tasks and Standards
The position is expected to be a hybrid CTO and CIO (Chief Information Officer)
CTO: Often focuses on external-facing technology, product innovation, and customer-facing platforms.
CIO: Typically focuses on internal IT operations, systems, and ensuring employees have the tools to work efficiently.
The successful candidate will be expected to successful perform the following functions, which will be evaluated based on the metrics below:
Developing and implementing a technology strategy that aligns with the Government business goals, objectives and budget.
Leading and managing technology teams to ensure projects meet business needs and deadlines are met and are within budget.
Ensuring cybersecurity measures are in place and managing technology-related risks within DSS.
Managing vendor relationships and establishing technology partnerships to support Government technological needs.
Attracting skilled technology professionals and fostering their growth, including converting consultant lines into permanent positions.
Required Skills
10+ years’ of experience providing services of a similar size and scope at an executive level of supervision.
Advanced degree in a technology-related field, such as Computer Science or Information Technology
Extensive experience in tech leadership, software development, and scaling tech organizations.
Deep knowledge of architecture, infrastructure, cloud platforms (AWS, GCP, Azure).
Strong strategic planning, financial management, and leadership abilities.
Expertise in cybersecurity, compliance, and data governance.
Ability to translate complex technical concepts into business value.
Experience in vendor management and technology partnerships
Proven experience in talent acquisition and development
