Information Technology (OIG) SME

The IT SME (OIG) provides advanced technical expertise in Oracle Identity and Access Management (IAM) and Oracle Identity Governance systems to ensure secure, compliant, and efficient operation of the Legacy AMPS program. The SME supports system design, configuration, implementation, and operational sustainment, including integration with other DLA enterprise systems, cloud infrastructure, and compliance with federal security regulations.

RESPONSIBILITIES
  • Design, develop, and manage risk assessment and business contingency planning frameworks for enterprise IAM systems.
  • Plan and oversee installation, configuration, and maintenance of Oracle IAM, OIM, OAM, SSO, and PAM components.
  • Provide highly technical guidance for Identity Governance, including LDAPs, databases, operating systems, application servers, and API-driven services.
  • Analyze and plan Identity Governance components for integration across multiple enterprise applications.
  • Conduct system audits, monitoring, and troubleshooting of IAM environments to ensure continuity of operations.
  • Implement and maintain access controls, segregation of duties, and compliance with DOD RMF, NIST 800-53, and other federal standards.
  • Collaborate with project managers, developers, system administrators, and other SMEs to design and implement IAM solutions.
  • Develop and maintain technical documentation, reports, SOPs, and training materials.
  • Leverage AI/ML capabilities where applicable for system optimization, audit automation, and anomaly detection.
  • Assist in onboarding new systems into Legacy AMPS and transitioning systems to DLA E-ICAM as required.

REQUIRED SKILLS & QUALIFICATIONS
  • Must hold Active Secret Clearance
  • Minimum 10 years of expert systems engineering experience in Oracle Identity and Access Management and/or Oracle Identity Governance.
  • Strong knowledge of Oracle Middleware products, networking, operating systems (Linux/Windows), Java/.NET, IAM, SSO, PAM, and cloud environments (OCI or equivalent).
  • Experienced in DoD and Federal IAM compliance, segregation of duties (SoD), and supporting audit processes.
  • Familiarity with NIST RMF, FedRAMP, DISA STIGs, enterprise IAM tools, and governance frameworks.
  • Ability to develop comprehensive documentation, perform risk assessments, and produce reports supporting system operations, compliance, and audit readiness.
  • Capable of guiding teams, advising management, and coordinating technical efforts across multiple stakeholders.
  • Certifications: Relevant IAM, cybersecurity, or enterprise architecture certifications are preferred.
